BRA: The Boston Redevelopment Authority (BRA) requires an Institutional Master Plan for major institutional development and zoning approval. A review under Article 80 of the Boston Zoning Code’s Large Project Review is a process of negotiation allowing comments from the public to mitigate a project’s impacts on its immediate neighborhood and on the city as a whole. Elements of the review include traffic and parking; environmental protection such as wind, shadow and noise; the design character of the area, historic buildings; and infrastructure, including water, sewer and electricity. |

DPH/DoN: The Department of Public Health (DPH) Determination of Need (DoN) program seeks to promote the availability and accessibility of health care and assists in managing health care costs by reviewing a proposal’s necessity in the context of a region’s health care needs. It is the responsibility of the DoN to evaluate proposals and make recommendations to the Public Health Council members, who then approve or disapprove the expenditures and/or new services. |

DPH/Division of Health Care Quality: The Division of Health Care Quality (DHCQ) is the state licensure mechanism that reviews proposed programs and plans to meet state and federal codes. |

ISD: The Inspectional Services Division (ISD) reviews the plans to assure compliance with state building codes and issues building and occupancy permits. |

BTD: The Boston Transportation Department (BTD) reviews permanent traffic planning and interim construction access/traffic planning for compliance with city goals and regulations. |
